The Partnership Structure
Provider
The Provider develops and delivers the educational program directly to students and families. Providers focus on staffing the program, delivering instruction, community engagement, daily operations, and creating meaningful learning opportunities that align with the approved partnership structure.
Keystone
Keystone provides the infrastructure, systems, compliance support, and operational coordination needed to help partnerships function responsibly and efficiently. We help reduce administrative burden while supporting transparency, accountability, and long-term sustainability.
Authorizer
The Authorizer retains full governance and decision-making authority throughout the partnership. Districts and charter schools approve programs, establish expectations, oversee accountability, and ensure partnerships align with community priorities and educational standards.
Colorado homeschool enrichment programs are funded through a portion of the state’s Per Pupil Revenue (PPR) allocated to part-time educational programming. Eligible homeschool students may participate in approved enrichment programs while remaining legally homeschooled, allowing families across the state to access supplemental educational opportunities designed to support student growth, engagement, and learning.
Homeschool Enrichment Funding
Keystone operates through a partnership-based model, meaning we only succeed when programs successfully launch and grow. Under the partnership structure, both Keystone and the Authorizer receive a 6.5% share of the Per Pupil Revenue (PPR), while 87% flows directly to the Provider delivering services and educational opportunities to students and families.
